Individual Teacher Allocations (Procurement) Policy

1. Purpose

The purpose of this policy is to establish the purchasing requirements associated with the use of Individual Teacher Allocations for approved ɬÀï·¬products, in support of learning & development, as allowed under the ACT Public Sector Canberra Institute of Technology (Teaching Staff) Enterprise Agreement 2013-2017 (the Agreement).

Requirements within this policy have been developed in line with the Agreement - predominantly from Clause 30 (Individual Teacher Allocation), and applicable ɬÀï·¬procurement processes.


2. Scope

This policy applies to permanent and temporary teaching staff, in particular ɬÀï·¬managers responsible for the approval of the expenditure of individual allocations.


3. Principles

Product Approval / Considerations for Approval

3.1 In line with the Agreement, the use of individual allocations for 'approved ɬÀï·¬products' is strictly for the purposes of using technology to improve teaching currency and develop a better student experience.

3.2 The purchase of products must be supported by the relevant college/division director. To obtain support from the Director a teacher must :

  1. Demonstrate how the product requested will improve teaching and enhance the student learning experience.
  2. Ensure the product is compatible for use with CIT's systems.
  3. Ensure that the product does not duplicate any existing item or ɬÀï·¬asset that may achieve the same or similar results to that being proposed.

3.3 In line with the learning and development requirements set out in the Agreement, expenditure will not be approved where product use and purchase has not been discussed as part of the teacher's Learning and Development Plan.

3.4 Individual allocations cannot be anticipated under the Agreement and therefore approval cannot be provided unless there are sufficient funds available for the purchase.

3.5 Expenditure will not be approved for products purchased outside the principles of this policy.

3.6 Teachers must present or share findings from the use of the product in an educational setting to others within the college/division. The Director may require the teacher present to a wider audience should they feel it necessary to do so.

3.7 Other conditions may be applied to the purchase by the delegate.

3.8 Where a product accepts an external data service, in addition to wireless connectivity, ɬÀï·¬will not generally approve purchase or supply of the data service.

Purchasing Requirements

3.9 The purchasing of products must be completed by ɬÀï·¬Corporate Services, in line with ɬÀï·¬Procurement Procedures and the ɬÀï·¬Procurement Policy.

3.10 ICT products will be sourced by ɬÀï·¬Corporate Services, from ɬÀï·¬ICT (Shared Services) wherever possible.

3.11 Wherever practicable, bulk purchasing will be used. Teachers should expect that this may result in possible delays for access to products.

Ownership and Operation

3.12 In line with the Management of Assets and Portable and Attractive Items Policy, products purchased under these arrangements will be added to the ɬÀï·¬asset register and will remain the property of CIT. Lost, stolen or damaged products must be reported to ɬÀï·¬Corporate Services immediately.

3.13 Products should be used for their intended purpose, legally and ethically at all times, and in line with all applicable policies relating to acceptable use of ɬÀï·¬property and/or systems.

3.14 The use of products with an ICT purpose is subject to the Whole of Government Acceptable Use of ICT Resources Policy, regardless of whether they are connected to a CIT/Government network (wired or wireless).

3.15 Where a product is capable of plugging into the ɬÀï·¬wired network, it should be authorised to do so by ɬÀï·¬ICT (Shared Services).

3.16 Where a product is no longer used for its intended purpose or the teacher ceases permanent or temporary employment with CIT, the product must be surrendered to the college/division director for disposal in accordance with the Management of Assets and Portable and Attractive Items Policy.

ICT Support

3.17 Service and support for products will be in line with existing capabilities of ɬÀï·¬ICT and will not be automatically supported.

3.18 Where products are not supported by ɬÀï·¬ICT, product users will be responsible for all technical requirements of the product, similar to arrangements currently in place for bring-your-own (BYO) devices.

5. Definitions

The Agreement - ACT Public Service Canberra Institute of Technology (Teaching Staff) Enterprise Agreement 2013 - 2017 or its successor.

Individual Allocation - Means the amount allocated to all permanent and temporary teachers for their individual learning and development.

Products - Means 'approved ɬÀï·¬products', as referred to by the Agreement.
