Recruitment (Temporary Engagement) Policy

1. Purpose

To ensure that persons engaged for temporary employment by ɬÀï·¬meet strategic and operational business and human resource requirements.


2. Scope

This policy applies to the engagement of temporary employees and incorporates the principles set out in the ACT Public Sector Management Act 1994, and the Public Sector Management Standards. For teaching staff the ACT Public Sector Canberra Institute of Technology (Teaching Staff) Enterprise Agreement 2013-2017 (Clause 13) also applies.

This policy applies to all ɬÀï·¬managers with delegations under the Public Sector Management Act 1994, with respect to the employment of temporary staff.


3. Principles

3.1 In order to promote permanent employment and job security for employees in the ACTPS, ɬÀï·¬will endeavour to minimise the use of temporary employment. ɬÀï·¬has agreed via both Enterprise Agreements to the use of temporary employees only where there is no officer available at ɬÀï·¬with the expertise, skills or qualifications required for the duties to be performed or the assistance of a temporary nature is required by ɬÀï·¬for the performance of urgent or specialised work within ɬÀï·¬and it is not practical in the circumstances to use the services of an existing officer.

3.2Temporary employees are employed only when a vacancy arises which is expected to be filled over a specified period of time or for a specific non-ongoing task or project.

3.3 Temporary employees may be employed for:

  1. Short-term employment – not more than 12 months; or
  2. Long-term employment – between 1 and 5 years (generally for a specific project).

3.4 All advertising of and selection of employees to temporary employment must be in accordance with the ACT Public Sector Management Act 1994 and the Public Sector Management Standards (at Part 3.2), and where teaching staff are involved, the relevant Enterprise Agreement.

3.5 In line with the Public Sector Management Standards (at section 38) the selection of employees to temporary employment must be from:

  1. A field of applicants for a vacancy;
  2. A temporary employee register; or
  3. A field of applicants provided by an employment agency.

5. Definitions

Employment Register - A register of people interested in temporary employment (employment not exceeding 12 months).

Enterprise Agreement - The ACT Public Sector Canberra Institute of Technology Enterprise Agreement 2013-2017 and/or the ACT Public Sector Canberra Institute of Technology (Teaching Staff) Enterprise Agreement 2013-2017, or their successors.

Merit -  A process of selection by which candidates are selected by considering their known or presented abilities, qualifications, experience, personal qualities and/or availability to work at the desired job location.
